		<description>Sorry I wasn&#039;t there -- I would have vigorously contested the notion that &quot;corporate does infrastructure better&quot; ... that&#039;s like saying the wealthy have better health coverage, or are less likely to suffer malnutrition.   It&#039;s a question of how resources are allocated.   Government and NPOs are challenged to incorporate the costs of tech and tech staffing ... more to the point - they can&#039;t pass on costs in the same way.

But kudos to Steve --- it&#039;s an important topic!</description>
